A lot of cars (you know the crowds) have the checkerplate around the plates. They reckon this works to reflect the flash sufficiently.
I do actually know of a company who makes the high visibility reflective signs for councils etc. Word is that every employee has a plate made out of the same material to avoid cameras. Don'tknow how it goes if you're driving behind them at night tho.
